Energy efficiency certificate

Is it compulsory to have this energy certificate? Who has to ask?

If you want to sell or rent your home it is likely that it should obtain the above said certificate and, in some counties to have it registered too.

In some cases is not necessary, for example if the property is going to be rented during less than 4 months per year.
